This is called Millinery Grosgrain in the USA and Petersham is sometimes adopted but its origins hail from England. Manufacturers sometimes call it Millinery Belting. It has a scalloped edge that enables one to swirl the ribbon into an arc like a rainbow. See my Grosgrain Book for more information and detailed instructions as to how to curve to place inside the hat as a sweatband, on the outside of the bottom of the crown as a Hat Band or folded around the edge of the brim as an elegant finished edge. One does not pronounce the “s” in Grosgrain.
